when can babies begin talking

i just read somethingthat said 18 months old babies should be able to speak at least 15 words if not then consult your pediatrician dont waste it off as a phase, (feb 2011, babytalk.com) pg, 49. Worried now, my son will be 18months next months and he can only say 3 words.
